Ethereum changes through public proposals, discussion, engineering, and community adoption. The Ethereum Foundation supports the ecosystem but does not control the network.
There is no universal ETH-holder vote deciding protocol upgrades. Proposal authors, developers, node operators, validators, builders, and users contribute in different ways.
